It won’t let me add my apple account to my wallet and it keeps giving me the same error (Your Apple Account Balance cannot be added to Wallet at this time.) even when I try it hours later.

Just contact them and let them refresh your account, it will take about 1-2days, then will be fine, mine is fine now, hope it will be helpful for you.

I just called Apple and they are not ware of what is "refreshing". Can you tell me more about what you ask them to do? Thank you.
Spoke with an Apple rep and they said you have to add a credit card first to your Apple phone before you can add your Apple Account balance. I told them I won't do.
