Not sure if you still have this problem.
Two solutions:
Install either Firefox or Chrome in addition to Safari and follow the normal process
or:
When you do it in Safari and get this irritating message about having to update to Safari 11 click on the Aa-‘icon’ on the address bar (of Safari) and select: Choose mobile website. :-)
Not sure what Apple charged in the default settings or rather, why they did so, but ‘problem’ solved.

What are you talking about? As far as I know, Safari was created and is developed by Apple! So what third-party vendor are you thinking about? Simply, after the latest iOS update, WhatsApp web doesn't work with Safari which means that Apple update has created above problem!!

I asked apple for support 3 times.
at the end they ask to contact the app developer.
but there’s no way i can contact a safari developer with the issue.
And Apple suggested contacting the App developer ... so no one wants to fix it . I simply deleted the App and picked another one from the App Store . Web Chat works just fine for me so far now.
I tried chrome. Not working too… tired

Hmmm, I replied before, but seems to have been ‘deleted’.
The solution is simple:
on the WA webpage, so where you receive the error, click/tick on the Aa ‘icon’ left in the address bar (so where you type in the site name),
then choose ‘Ask for mobile webpage
and see, you get the QR-code to link/connect your phone again.
Not sure what (default) settings Apple changed in the updated Safari/ /15.7 OS, nor why they don’t share this ‘solution’, nor why they seem to even hide/remove it.

Apple changed nothing. It's the "WhatsApp Web" site that is defective. From what you describe, it's limited to their desktop version of that site — the only one whose page source I examined:
Examining the page source for "WhatsApp Web" yields the following supported browsers:
Chrome
Firefox
Microsoft Edge
Opera
That is all.

Apple cannot fix Meta's website any more than anyone else can.
