can apple turn on find my remotely if my phone gets stolen and why not if so

Don'ts
If you remove the device from your account after you erase it, Activation Lock will be turned off. This allows another person to turn on and use your device.
An example of my iPhone 5 is given in the GIF below. There is no "Undo" after you remove it from your account.
No one but only you can turn on "Find My" on your device. Not even Apple Inc.
Having said that there is no way you can turn "Find My" on remotely.
