The migration assistant keeps asking to close Chrome and Edge even though these apps aren't running. I restarted the PC but nothing changed. Really disappointed that it doesn't work...

The applications may have "helper applications" that are running in the background. I know Chrome uses such a thing on a Mac. And, such things can be included in start-up items that run automatically at start up.
I'm not really a Windows person. But, if you were having that sort of problem with a Mac, I'd recommend you boot your computer in Safe Mode. There appear to be similar instructions for Windows machines:
