Apple dose not care what an app experiences. The current work around is off load the WeChat from setting->iPhone storage->WeChat . Not the custom content. Then reinstall the WeChat. It works for me.

Thank you for the tip. It worked when I did this:
(1) Off load the WeChat app from setting->iPhone storage->WeChat . Not the custom content. It didn’t work when I reinstall the app in the same window.
(2) Go to App Store and download WeChat app.
(3) Login to your account.
It worked for me.

I encountered the exact same issue. Restarted several times and cleared all cache. Not working. Only after updating to iOS 16
Contact Wechat for help with their software as the message instructs you to.

IOS16.1 UPDATE Wechat Not Working, or "Network Unavailable" Message
Hi After Updating to IOS 16.1 I found that several Apps (Chinese) were having difficulty connecting to the Network. This was most evident with Wechat reporting a Network Unavailable message.
The issue, in my case, was related to my VPN Apps trying to automatically connect to the Network and failing to do so. This kept switching the VPN toggle on and off.
After deleting the VPN Apps Wechat (and Alipay) started working again, which is particularly relevant to payment and health code systems.
This may not solve the original Poster's question, but I asked the same question and this has turned out to be the answer to my issue.
The problem is that the app developer hasn't updated their code to work with iOS 16. It is the developers responsibility to fix it.
Isn't the app already tested on the beta version already? And there is not update available yet.
Contact WeChat for your issues with their software.
Brand new 13 pro max. Updated to ios16 and then moved over contents of 11 pro. When i start up WeChat, i get a black screen. That's it. Will try wechat support and report back.
