Screen time is not working for Snapchat and TikTok

Screen Time not working on Tiktok, Snapchat, Instagram. I've been trying to block these apps for months. I've tried everything from factory resetting the phone to getting a new phone and still those app will continue to work after the downtime and app limit. I have seen other questions about the issue and it seem that Apple doesn't have a fix nor are they trying to fix a common issue. So what other option for controlling those apps on ios devices? Please help me with this - it is about teenagers not be able to control themselves with usage when they are supposed to be on down time!

We would confirm your Screen Time settings and the settings on your teens devices using these related steps: Use Screen Time on your iPhone, iPad, or iPod touch - Apple Support

If you are using a Screen Time passcode, make sure you've selected 'Block at Downtime' and 'Block at End of Limit':

In Downtime > 'Block at Downtime'

In App Limits > [Limit Name] > 'Block at End of Limit'

If that doesn't solve the issue for you, then it would be best to connect with Apple Support

They'll need to take it from here.
