My phone restarted
My phone just randomly started to update but when it finished it started my phone over like if I just bought it and now when I try to sign back in my apps and photos are all gone

If you had auto update turned on then you should also have had auto icloud backup turned on. You can only recover photos that were backed up or that your phone had uploaded to icloud photos. That way you would only have lost today's photos.
There is no telling what befell the phone but try a restart before doing a complete erase and restore from backup
