I have an iPhone 13 promax last week I was using Face ID for all my locked notes my passwords were working and gave ID and now none of my passwords work I’ve reset my passwords multiple times none of those passwords are working. I created a new note and Face ID and passwords worked for that but my previous notes won’t and I have reset my password multiple times and none of those passwords will work

That is correct, creating new passwords only affects new notes. Any notes that were previously made, are locked to the old password.
You will need to remember the password you made for the old notes or you won't be able to unlock them. Fortunaley, you have infinite tries.
