"Your payment authorization failed. Please verify your information and try again, or try another payment method."

I'm trying to buy AirPods on apple.com using my Apple Account Balance. The balance covers the whole order, but when I try to submit, it gives me an error stating that my payment authorization has failed. I've contacted support numerous times and even went into an Apple store, but no one seems to have an answer on how to fix this. I have almost $600 in my balance, please help!
