I Plugged a Lightning Digital AV Adapter into the charging port on iPad and Connected an HDMI cable to the adapter. I Connected ectted the other end of the HDMI to the TV and was able to see apps like Netflix and HBO but could not see ESPN+ Video Even though it was working on the iPad before the connection.

Not all streaming Apps will allow output to an external monitor via AirPlay or HDMI - and of those that do, the HDMI Adapter must itself support HDCP (High Definition Content Protection). The Apple Lightning to Digital AV Adapter does support HDCP - and as such, if using this adapter, it is very likely that the ESPN App inhibits output to an external display from iPad.
For Apps that don’t permit output to a monitor, there will often be a corresponding App for the AppleTV box - providing access to exactly the same content and service subscription, allowing their content to be viewed on a big screen.

You’d need to poke around in ESPN’s terms but when only one app doesn’t work it’s probably because the app is configured that way. (In other words ESPN doesn’t want you to connect to a tv)
