Why can't I choose to stop sharing my iCloud+ Keychain (passwords) on Family Sharing?

Apple iCloud+ only has 50GB, 200GB, or 2TB storage options. I only need 1TB. My spouse wants to use only the remaining storage. When I added her on iCloud+ Family Sharing, she got all my autofill passwords (Keychain) but not my Photos, Notes, Mail, Contacts.

Why did this happen, and why can't I choose what gets automatically synced to my spouse's iPhone?

(And if this is NOT an issue with iCloud+ Family Sharing, what is it?)

Possible causes: (login history)

  • I have used my Apple ID on her iPhone briefly back in April. Maybe my password was auto-synced back then, and was never deleted. If so, how do I delete only my autofill passwords on her iPhone?
  • I have used my Google account on Google Chrome on her MacBook ~2 years ago. My Gmail is linked to my Apple ID (also used Gmail to signup).
  • Accident. Maybe while sharing WiFi passwords (which was a new feature for Apple in ~2021), or while airdropping photos, docs, etc.

Edit: There are only two people on my Family Sharing plan, iCloud+ titled me a "Parent/Guardian" and my spouse an "Organizer."

If you sign in on a device then it essentially makes it "yours" and gets configured with everything that you do with your iCloud items. In theory you would have completely erased the device before using it and then done the same afterward.

I only did this once with a device that deliberately had not been erased and when I signed into various services it asked me if I wished to delete existing data from the previous user for those services. I don't think I use iCloud keychain at all myself so that didn't make any difference but I was asked to keep the old photos on the device for a while and there I said yes, keep them. For other things I said no.
