I get “Not Delivered” when i try to send a message to a non IPhone user. The SMS option is turned on. Any ideas?

There's no way to turn SMS on or off from the iPhone. The setting you referenced only means that, if an iMessage fails, the phone will try to resend it as an SMS.
To get SMS working, you're going to need to contact your carrier.
