How do I send and receive iMessages on both iPad and iPhone but only delete them from iPhone and keep on iPad?

I used to be able to do it and then it just stopped

If both devices are activated on the same AppleID account, erasing an iMessage sent to the account on any of the devices will erase it for all.

So how to I stop that from happening? I used to be able to delete from my phone and the message would not delete from my iPad
