I have a notice on my uncharged apple iPhone 12 mini :”support.apple.com/phone/restore.” I can connect to an HP laptop but I don’t have a MAC to connect to. Is that why nothing happens when I follow the first steps (Connect w/ cord to computer)?

I cannot seem to charge my iPhone - it reads “support.apple.com/iPhone/restore

?? Can you help me figure out the steps?

iPhone SE, iOS 14

You don't need a Mac; you can use a Windows PC that has iTunes installed. If iTunes isn't installed, see: Download and use iTunes for Windows - Apple Support

Also note, that after connecting to the computer you need to restart the phone as described in step 2 of If you see the Restore screen on your iPhone, iPad, or iPod touch - Apple Support

If needed, also see the "Get more help" section of that support article.
