Thanks for posting in Apple Support Communities! Since you're having issues within Mail that your troubleshooting hasn't resolved, we suggest using Connection Doctor to pinpoint what's causing these issues:
- "In the Mail app
on your Mac, choose Window > Connection Doctor. - Review the status information.
- If you’re connected to the internet, there may be a problem with the account’s mail servers or your account setup. Follow the instructions shown in the Details column. To quickly display the account in Accounts preferences in Mail, double-click the text in the Details column.
- To show log information while Mail tries to connect to mail servers, click Show Detail, then click Check Again.
3. When you’re done, click Check Again to verify if your actions resolved the problem."

These steps will provide more information on what's interfering and give recommendations to resolve this. Should it continue, let us know if you're able to access this email account through web mail or on another device. If you use more than one account in Mail on your Mac, does this behavior happen with all of them? Which macOS version is installed? You can find this in the Apple menu under 'About This Mac'.
