Just got a new iPhone 13 mini today and I see that the camera is using the most battery at 25% and it say “on for 42 minutes”. Huh? Is the camera always on and using battery? I haven’t even used it yet. On my old phone the biggest culprit was Safari. What am I missing here? Is there a setting to reduce battery usage for the camera?

If you just got it today, it takes 24 hours before there is an accurate reading of the battery. Give it a day or two and then look at what used your battery.
Force Close the Camera app: With your finger at the bottom of the screen (in the middle) slide your finger halfway up the screen and hold it there until the app switcher appears. You'll see every app you've used in smaller form in the middle of the screen. Swipe the apps upward to force close anything you don't need to have immediately available to switch too.
There were a few apps open but not camera. As I said, I haven’t even used it yet.
