Icloud Drive doesn’t work
Hello everyone, I upgrade my ICloud plan to 2TB but still I got this message.
how to solve this issue?

We understand you're seeing a prompt to upgrade your iCloud storage plan, so let's be sure you have the latest iOS version installed first. If an update is available, you'll want to be sure to back up your iPhone before installing it. Update your iPhone or iPad wirelessly
1. Back up your device using iCloud or your computer.
2. Plug your device into power and connect to the internet with Wi-Fi.
3. Go to Settings > General, then tap Software Update.
4. Choose the software update that you want to install. You can choose to stay on iOS or iPadOS 15 and still get important security updates. Or you can choose the option to upgrade to iOS or iPadOS 16.
5. Tap Install Now. If you see Download and Install instead, tap it to download the update, enter your passcode, then tap Install Now. If you don't know your passcode, learn what to do.
If you are up-to-date with iOS 16.0.2, go to Settings > [your name] > iCloud and confirm this is the correct iCloud account signed in. If you have multiple Apple ID's, make sure the account with your iCloud storage is signed in or set up Family Sharing. While you're here, confirm the storage reported for your account to make sure it looks correct.
