When I try to watch a video in my camera roll there’s a white exclamation point on the bottom right and it says unable to load video. I’ve gotten rid of a lot of videos and photos to have more storage and it still doesn’t work. I’ve watched many videos and used every method and nothing. How can I recover my video?

I thought it was a storage problem since there’s the little white exclamation in the bottom right. I’ve updated my phone to the latest ios and i’ve restarted my phone. My icloud photos is also enabled but I can’t play the video from there. This is what it looks like in my camera roll
