I cannot voice dictate and I get a mic symbol with an x on it when I press the mic icon on imessage. Cannot voice dictate in other places such as in notes or to do a browser search. My mic does work because people can hear me on a call.

Just got off the phone with Apple support (great folks) - they acknowledge the issue with dictate (voice to text) and Siri are related and have been being worked on since this past Monday (10/10). The fix is not in 16.0.3 but will be in a future IOS update. They recommended keeping an eye out for the next update. Fingers crossed...

Ok so I did the following and it fixed my issue.
I deleted “Siri and dictation history” and then re-recorded my voice to enable Siri to recognize it and that seems to have done the trick. I can now voice text in iMessage, Notes, into a browser like Google, etc.

To delete “Siri and dictation history” , go to "Settings", then "Siri and Search", then "Siri and Dictation History", then "Delete Siri & Dictation History". To re-record your voice, go to "Settings", then "Siri and Search", turn off "Listen for Hey Siri"and then turn "Listen for Hey Siri" back on. It will ask you to "Set up Hey Siri" to recognize your voice. After that, it worked for me. You may need to turn off your phone then turn back on.

I was finally able to get dictation to work again.
You might check this, as I just discovered a problem. I have a new pair of earbuds and one or more came slightly loose in their box and therefore were connected via bluetooth. That caused speak to text to fail (showing the microphone with the X in it) and also caused many audio features to be muted (except in the ear buds). Check you bluetooth connections to see of something is connected that should not be, and is therefore overriding normal operation.
I struggled with us for a quite a while, and then I finally realized that I was connected to my Bluetooth speaker, and it was preventing my microphone from picking up my voice and dictating.
I deleted the Siri dictation history, re-recorded my voice for Siri again, but nothing changed until I changed the Siri language to English -UK. It worked right away for me and now I have voice to text function back across all apps. Thanks for all the suggestions everyone. I haven't switched back to English (United States) to check the function for fear of jinxing things and messing it up.
Although the icon with the “X” still appears, I fixed this issue of voice-to-text not working by going to settings> keyboards > edit> removed my country’s keyboard, added it back again. Now I can dictate again, although I am looking forward to the fix from Apple.
I deleted the Siri history. Reset Siri setup. Turned phone off. And it works again. Mic with x is still there but voice dictation is working.
The only thing that has somewhat worked for me was to add English UK to my dictation language. Siri still isn’t working but I can at least talk text. But you can’t say period to end a sentence you have say full stop.

Some users find that having Full Keyboard Access turned on messes up the behavior of certain keys, especially the space bar, in certain apps. So if this happens to you, that is the reason.

Disable your VPN:
Have a VPN enabled? If so, disable it. There is likely a connectivity error somewhere about. VPNs just get in the way on an Apple device, and this is a pure example of how and why.
SOLVED!!! I realised that if you add the Australian keyboard in settings, you can use voice dictation!!! I had the same problem for months and this fixed it!!! this obviously is not a permanent solution, but it definitely works.
I followed the solution of adding the UK keyboard and dictation started working again. Removed it and went back to US keyboard and it's still working. Weirdly, the "x" next to the microphone icon persists, but at leasts dictation is working again.
