driving focus

It seems that sometimes I can unlock my phone without turning ‘Driving Focus’ off, and sometimes I cannot. Has anyone else experienced this?

I use ‘driving focus’ on my phone to send an ‘on leave’ message when I’m on holiday as Apple does not have the ability to send an automated reply to texts.
