Can you provide a bit more detail?

You have started this question after visiting the page about what to do if you forgot your iPhone passcode. Is this the problem you have in getting into your iPhone? The advice in the article is that if you reset your phone without a prior backup you will loose data.

Presuming that this is the case, the question is from where do you hope to recover your photos? Did you have iCloud Photos activated? This is not a backup as such but instead a repository of your photos in iCloud. These will be restored to your device after a reset. However, if you do not have iCloud Photos active and did not back them up, or do not have them from another source, then yes, you will lose them.

As the document says, "If you didn't back up your iPhone, you can set it up as a new device and then download any data that you have in iCloud." If your content isn't available in iCloud or anywhere else then you can't recover it because restoring the iPhone will erase all settings and content.
