If I reboot my Apple Watch to get it ready to pair to a new iPhone, will that bypass the Activation Lock? I can't get the watch to 're-pair' to the old iPhone after deleting everything and it won't pair to my new phone. It seems stuck with a picture of an Apple on the front and several bars highlighted around a clock face. I can't do anything with it.

No. See the directions in this link near the bottom "If you don't have your old iPhone or you erased it" which you essentially don't have as you erased it.
