What happened to the red app notification dot/badges?

I noticed since I updated to IOS 16.0.3 that the notification dots or badges on my various apps are no longer showing. I don't know if it is something I did or if it was the update. They are handy for knowing when you have a message, email, reminder among the many other things. Is this a glitch in the new IOS?

RED DOT on the Phone App Icon with no number in it. I just updated to iOS 16.1.1 on my iPhone SE and there is a red dot with no number in it on the corner of the Phone App Icon even though I have no missed calls and no messages. How do I get rid of it? Thanks

Background App Refresh not working on any app. I have an iPhone 7 running iOS 15.7.1. Many apps are not updating their content while in background. Apps like WhatsApp, Telegram, Messenger, Twitter, instagram etc, Background App Refresh is enabled under Settings for all apps. This is NOT related to notifications. I do not wish to factory reset the device or reinstall the apps because I have lots of info in both apps that would be lost.

Try to do a force restart -> Force restart iPhone – Apple Support (UK)
