You don't have permission to access "http://studentaid.gov/debt-relief/application.?" on this server.

Hello community. So i am expecting the government's aid for student loans. I clicked today a link in an email about the beta launch version, my macbook "warned" me about the link, and I mistakenly clicked something like "always not allow" or something of that sort. I meant to allow and go forward with opening the link, but I messed up. So now i get this "You don't have permission to access "http://studentaid.gov/debt-relief/application.?" on this server." and a "reference #..." below. It makes no difference what browser I use. I was using Firefox when i did this, but the link won't open with any browser. Anyone knows how I can regain "access" to that link? I appreciate your help.
