Tool and menu bars hidden
What to do to keep tool and menu bars visible at all times without my screen taking
up all the space of the tool bar.

We're not 100% sure what you're referring to. If you're referring to the menu bar on the top of your screen, this generally only goes away when you select the fullscreen option on a program. To stop this, you'd need to not select the "Full Screen" option.
