How do I allow standard users (NOT Administrators) to use Time Machine?

How do I allow standard users (NOT Administrators) to use Time Machine? I administer several remote MacOS systems and I need to allow users to recover files from Time Machine backups without my admin credentials. I would think that there should be a way for them to recover their own files from a Time Machine backup, but they are continually prompted for admin credentials.
