I contacted Apple for this.

They walked me through:

Settings> Privacy & Security > profiles. (I didn't have any)

VPN; check it is not on/running disable or remove to test that it can still connect to the apple server

Check if Webroot SecureAnywhere is running

so Pause secure keyboard entry:

If you can’t dictate text, type accented characters, or select emoji in the Touch Bar of your Mac - Apple Support

Thank you for your response.

Dictation does work intermittently. I found if I log out and log back in. It will reset the dictation. However, how long it resets for it's an unknown. Sometimes its minutes other times it's hours other times its days.

I am currently in contact with Apple regarding this, however we haven't found anything to solve it.

I tried using a Test account without logging into my iCloud and dictation worked flawlessly for 2 1/2 days when I switch back to my regular account. It lasted four hours. I just reset it yesterday so it's been about 12 hours this time.
