I have a 2017 HP ENVY 5660 printer/scanner. After updating to Ventura, its PDF scans are blank with no image, while the JPG scans work OK. I would be angry if I had to buy another printer for PDF scanning, especially since I just bought 2 XL combo packs of HP 62 ink for about $100.
Fortunately I also have a 2007 Epson Perfection 4490 flat bed scanner. After the Epson software was unsupported years ago, I bought Hamrick's VueScan, but after installing Ventura OS 13 the other day, the OS reported that VueScan was damaged. So I downloaded a fresh VueScan, and it works again on the Epson both for JPG and PDF.
Now after reading Ronasara's post, I thought I should try VueScan on the HP Envy 5660, and of course it appeared as a choice in VueScan. And it made the HP scan PDFs just fine.

I am sorry you are having scanner problems. If you will bear with me, I will offer some things to consider which may be useful. Whenever we install an operating system upgrade or some OS updates, printers and scanners will often stop working. Then a new OS compliant software must be installed if it is available. From what you've reported, apparently an update to your scanner's software will not be forthcoming. You can try scanning using Apple's Image Capture app. It will scan, but is not full featured. Another alternative is to download and try the full featured scanner software from VueScan. You can try it for free. It will show a watermark until you purchase it. I bought it and can recommend it. I have no association with VueScan. Good luck.

I had similar problem with my HP Envy 6255, albeit related to the scanning of documents. The scanner would work, but when I save the file (PDF), there was no image. I was on the phone with HP for over an hour, was told the printer is now obsolete and ultimately had to buy a new printer.
Not happy.
There's a similar discussion here, along with a potential solution using "AirPrint". I didn't try it since I purchased a new printer, but hopefully you'll have luck with it:
