Since upgrading to Ventura, two identical external ExFat drives cannot be simultaneously mounted.

I have two identical 5TB external ExFat drives, with different naming and content. I used to have them both connected and everything worked fine obviously. Since Ventura, only one of them can be mounted at a time. Both of them show up in Disk Utility but the one missing has the icon you see below. Furthermore, I am having issues with empying files from ExFat drives. A message that the file is in use keeps coming up.
