I tried downloading the photos from the first one to my mac but got multiple formats. Only the jpg photos will upload into the other account. I have pdf and png and mp4, etc.
I can log into either account from multiple devices but the older method of downloading to a phone, signing off and signing into the other account for a merge doesn't work.
Really frustrating that there is no way to move directly from one to another.

If you have followed all the steps in that article and are still unable to download the content, can you tell us a bit more about what is happening. For example, do you get an error message specific to the format types of does the content just not show up in when downloading?

Yes, I get a message saying I can only upload jpg format files into iCloud Photos. I can’t use the photo app for both accounts so have to import directly into iCloud
