Restart the computer in Recovery Mode - read from this Apple Link on how to perform this action and choose to Reinstall macOS. In theory, it will install a new version over the existing version. It should not touch and Third Party Software, Preferences, Setting or Personal Data. It would replace any missing or corrupted elements of the OS
Personally, running an almost identical M1 MBA with Ventura 13.0.1 - do not experience the Stickies Issue at all

Q - Unsigned files - There are unsigned software files installed that could be malicious and should be reviewed.
A - Applications which fall in the category indicate the Developer has not applied to Apple to have their Development Certificate Notarized and Digitally Signed by Apple. Further, Malicious Software is offend times in this type of software and may contain Malware / Adware
A - There is Adware & Malware which will affect the computer and is generally downloaded from “ Shady “ Websites or Developers who Inject this software into the download.
Should “ Certain & Specific Software “ referenced from above be installed - it will negatively impact macOS. It is suggested, download directly from the Developer , the application Malwarebytes for Mac.
It is free or paid for added features.
Run the Application and it should remove the malware / adware. Once done, restart computer and test.

Q - Unsigned files - There are unsigned software files installed. These files could be old, incompatible, and cause problems. They should be reviewed.
A - Worth the time of the User ( you ) to review all Third Party Software looking for updated / upgraded versions that are Ventura Compliant and add the Apple Silicon factor it ones evaluation of Replacement Software.

Although the user specifically mentions the Stickie issue existed before CMM was installed, it certainly does not appear this software made a Bad Situation Better. It actually may have made it worse.

A - Read from the link provided and as of their site it specifically mentions Catalina macOS 10.15, Big Sur macOS 11 and Monterey macOS 12. This may be a contributing factor in the Stickies issue

A - Nowhere does the Installation of CMM appear in the supplied Report. This makes in difficult to verify just when and for how long this software was installed on this computer
