Same issue since updating to Ventura. Apple care had no answer except "better go to a store and have it looked at." I'm convinced that the update messed up the second port because it works and then it doesnt. Restarting works and then it doesn't. This is just a nightmare. I have to wait until I take time off from work in order to have it "looked at" because I have nothing else to work with.

No I didn’t but I got the problem fixed at the Apple Store. They just reset the port and now it works.

If one of the ports is not working as expected on your Mac, follow these steps from If a USB device doesn’t work with Mac to see if they resolve what's happening:
Check the power, port, and cable connections: Make sure the USB device is turned on and its cables are properly connected. If your computer has more than one USB port , switch the device’s cable to another port. If you still can’t use the device, contact the manufacturer for more information.
If you can use the device after switching ports, connect another device to the first port. If you can’t use this device, shut down the computer and unplug it from the power outlet. Wait about a minute, then plug it back into the power outlet and start up your computer.
If this issue continues and no device is recognized with this port, your Mac may need to be serviced. This has more information on doing this: Find out how to service or repair your Mac

Nice, good for you!! Hopefully, they did not charge anything for it. I had one of my ports not working yesterday too so I was thinking if Ventura had to do with it because lots of USBC/thunderbolt issue with this OS. I was charging this MacBook Pro through one port and suddenly the other port stopped charging my headphone. While this happened, the MacBook stopped charging and it showed 'plugged in but not charging'. I was freaking out, I tried everything, restart, apple diagnostics(returned no issues), SMC, NVRAM/PRAM resets. But, when I went to recovery mode, then it started charging again. Now I had 3 of my ports working but the one I used to charge my headphone did not work at all. I tried doing so many things, it did not work at all. I have been good to this device too than most of my old ones, so this thing kept me whole night trying different things. Thank god I did not have work in the morning. Then I left the laptop to charge fully, and all of a sudden that dead port started working. It was weird. I do not know wtf even happened. But all good now.
