Trying to add apps from old Ipad to new Ipad after initial setup of new one. Old Ipad apparently didn't have enough memory (?) to backup. I bought some memory and think I was successful in backing up Icloud. But I don't understand how to install those apps. I am 78 yrs old and not very proficient in these techie matters. Apps themselves are not directly transferred. Instead, a record of the installed Apps is transferred to the new iPad - which in turn will automatically download and install those Apps that remain available and are compatible with the new iPad. You can also manually install Apps from the Apple App Store.
If the donor iPad, from which you are transferring your data precedes iOS12.4, QuickStart will not be available.
“Transfer” is rather a misnomer. In reality, your data and setup is merely cloned to the new device. Nothing is moved or removed from the original device.
An alternative is to restore either an iCloud or iTunes backup to the new device:
