putting apps onto new Ipad from old Ipad

Trying to add apps from old Ipad to new Ipad after initial setup of new one. Old Ipad apparently didn't have enough memory (?) to backup. I bought some memory and think I was successful in backing up Icloud. But I don't understand how to install those apps. I am 78 yrs old and not very proficient in these techie matters. Help me please! Old Ipad is Mini 2 and new is Ipad Ninth Generation

The best way to transfer apps is to go to the App Store and re-download apps that you got from that site. Just tap on the small cloud icon to start the download. It is very likely that some of the apps from your old device have not been updated to run on newer device. App developers tend to try to keep up with newer devices and often neglect to update older apps. By the way, I am considerably older than you and am still learning...

These support pages should get you started with setup of your new iPad - and the methods of transferring your data from old to new iPad:

Set up your iPhone, iPad or iPod touch – Apple Support

Transfer data from your previous iOS device to your new iPhone, iPad, or iPod touch - Apple Support

Use Quick Start to transfer data to a new iPhone, iPad or iPod touch – Apple Support

Apps themselves are not directly transferred. Instead, a record of the installed Apps is transferred to the new iPad - which in turn will automatically download and install those Apps that remain available and are compatible with the new iPad. You can also manually install Apps from the Apple App Store.

If the donor iPad, from which you are transferring your data precedes iOS12.4, QuickStart will not be available.

“Transfer” is rather a misnomer. In reality, your data and setup is merely cloned to the new device. Nothing is moved or removed from the original device.

An alternative is to restore either an iCloud or iTunes backup to the new device:

How to back up your iPhone, iPad and iPod touch – Apple Support

Restore your iPhone, iPad, or iPod touch from a backup - Apple Support
