Only the look-up tab is in chrome's menu. And idk how to assign a shortcut to built-in translation.
Actually, these are two different questions. I will be very thankful if anybody can help.

Apparently Chrome does not support that feature. It is only built-in to apps that use the built-in text-handling functionality that automatically have that feature. Anything else, such as Chrome, Firefox, or Safari, would need special logic to support it.
Plus, Google has its own translation services that I'm sure Google would prefer you use. Here is a Chrome extension to add Google translate to the Chrome context menu: link
