I keep on getting: "Please connect your Android device with a USB cable to get started" and/or
"Try reconnecting or restarting your device", although the hardware connection to my
Samsung Galaxy A33 is ok, the cable is ok, and the USB debugging is on.
The "Android File Transfer" app worked ok with the macOS 12 (Monterey).

I had the same problem connecting my Android phone to my Macbook Pro.
First, quit the "Google Drive" app & then connect again.
This method worked for me.
I've also seen some other people suggesting quitting the "Preview" app.

Switching it off resolved the issue!
Here is how I solved the problem. You need to go to Startup items in system preferences for Ventura. Remove Google Drive and preview. Just quitting these programs did not work. This works for me.
UPDATE: I gave up. I got rid of Android File Transfer and installed Open MTP on my Macbook. Works fine.
Found the problem with Android File Transfer not working in Ventura. Start up item surprise. Go into Prefs then make sure Preview and another program, forget at moment, are not on the Startup list.
This workaround saved my day. Thank you! What a shame that Apple hasn't already fixed the issue after so long. I guess they want us to move to iPhone.
For me allowing "Full Disk Access" helped to resolve the issue. Go to System Settings -> Privacy & Security -> Full Disk Access and add and allow access for Android File Transfer app.
That one was a great idea, and seems obvious. Didn't work for me, though! My laptop is cursed, it appears. This is so annoying. It's 2023. You'd think this **** would just work.

omg I can't believe that this actually worked for me. Went to Activity Monitor, force closed Dropbox Process Name and voilá. Can open Android File Transfer again. Thanks a lot!
Quitting the Dropbox desktop app in Ventura 13.5 worked for me.
Quit not only Preview but Photos too.
