Because no one will try to track a lost or stolen item via IMEI, especially something not even activated. The police just won't waste resources on something like this. Your only hope is to get your carrier to blacklist it so no one can activate the cellular features of the watch. But that won't stop them from using it as a GPS only watch.

You can file a police report, but they won't likely tell you they can or even will try to track it for you.

Once you clarified, I think I did understand. You got two watches. It would have helped if you had explained that at the beginning, instead of making it sound like you want the police to track a stolen watch. You didn't make this easy to follow.

Why the retailer expects you to contact the police for you getting two watches makes no sense. I would take the second watch to the retailer, hand it to them and tell them it's their issue to deal with.

The police are surely going to tell you to give it back to whoever sent it to you and let them figure out who it was meant for. If I were you, I'd do exactly as I suggested. Take it to the seller, hand it to them, tell them they sent it by mistake and its their job to figure out who was supposed to get it. It's not on you to figure that out. You bought one watch. You got your watch and another watch. Give the other watch back to them and walk out of the store.
