XCode 14 tvOS simulator standalone download

I've tried to download tvOS simulator via Xcode but it fails midway of download. So I downloaded the dmg file from developer portal with download manager. The downloaded image file was a file named 'tvOS 16.1.simruntime' in deep in a directory structure as below

Library/Developer/CoreSimulator/Profiles/Runtimes/tvOS 16.1.simruntime

I don't know what to do with the file. Tried to copy the Profiles directory into ~/Library/Developer/CoreSimulator and started Xcode, but still got the 'tvOS Simulator not installed' and cannot run the tvOS app in simulator.

Any idea what should I do with the downloaded file?
