Quite suddenly, for some reason, messages from everyone on my iPhoneSE 16.1.2 have muted notifications. Yes,notifications are properly turned on for settings in Messages, but when I swipe left on everyone's message there is a blue bell with a slash through it, indicating that they are muted. I can unmute everyone individually by hitting that slashed blue bell, but there must be a way to unmute EVERYONE and unslash everyone's bell.

Well, OK, first of all the slash through the blue bell means that notifications are ENABLED. Now, THAT is dumb! Slash means "not", and bell reads as notification.
I tried everything - notifications, focus, Bluetooth, etc. etc. Noting worked. I finally just reset the iPhone, and now it's all back to normal. Of course, then you have to reset a bunch of stuff, but that didn't take long. PIA.
Sorry. Bell with slash evidently means notifications are ON. (That's kinda dumb,no?) But I'm not getting notifications for any of my messages. Why?
