I keep trying to remove saved Weather app locations from my iPhone and Mac (all on latest software), but the locations keep coming back! I cannot for the life of me figure out how to start fresh again. My devices are all out of sync.

Are all devices using and signed into the same Apple ID with the below link on using iCloud on all devices

On the iPhone >> weather app and refer to image below to “Edit “ list of added Locations
