Green bubble text message will not send

I have done everything Apple support said to do but I still cannot send green bubble text messages. I am connected to both cell and wifi. Help.

"Green bubble" indicates you are referring to SMS text messages. These messages are handled using your cellular carrier's resources. Seek their assistance.
