Share my location - Defaulted grey

Why is it that I do not have any control over sharing my location? The option has been defaulted to gray. Also when I tried to change this myself my phone went into airplane mode. Notice too how how things change from “this device” to “this iPhone”

I called Apple technical support about the issue, and the representative was not able to tell me why. Instead after two hours of troubleshooting, she advised me to do a master reset, which has been done.
