Can’t control volume for tv with apple tv remote

I just got my Apple TV 4K 2nd generation and had been using it on a different tv(not new, probably same age or older than second tv) and the volume worked on the apple remote, but I recently switched tvs (second from 2014) and now the apple remote will turn off the tv but not control the volume. I have turned on the CEC control which allowed me to turn off the tv with the apple remote but cannot change volume.
