The spotlight finder finds files I'm looking for on my 2022 Macbook Air with Ventura OS, but I can't get any of them to open from Spotlight. I've tried clicking on the files once, twice, but nothing happens. Ideas please?

Try it by entering into safe mode. If it works properly there, then one of your 3rd party programs or utilities that run in the background, may be interfering with Spotlight. Then it would be a matter of trial and error until you find which program your running would be causing the problem. If you find that it works fine in safe mode, do a normal login (not safe mode) and go into System Settings | General | Login Items, and disable all of them. Try using Spotlight. If it works properly, then enable each item in the Login Items, one by one, testing Spotlight each time until you find which one is interfering.
If someone has the same problem, they'd know what I talk about and may have an explanation, perhaps solution. If you don't, I appreciate good intentions but let's not all waste time explaining like this were a lecture on Kant and it's connection to Quantum mechanics...

In my case, it has nothing to do with cloud. Checked it several ways, file definitely stored locally.

What version of Excel? I'm using a slightly older version. If you are using a 365 version, maybe they introduced some sort of issue with it.
To be fair Apple is slowly getting it right. Spotlight was great when it was a teeny thing in the corner, then thye stuff it up making it a hug un-movable thing in the middle of the screen, then they let you reposition it, but only now give you easy access to path and Finder view.
But path view is still not that useful as it only shows you beginning and end, not the nest of subfolders between. A tooltip with the full path would be great.
But baby steps.
I am lso stil having this problem./ I have been loving spotlight for years and now with Ventura 13.2 it is not working. TYhje most helpful comment in this thread is to see what might be lurking on my computer. I am having a hard time getting Cisco off of my laptop. I had to instal it for work reasons and it is nearly impossible to uninstall it. Maybe the is my problem?

Indeed, 3 steps more. For something that was particularly good on MacOS. Still not working after x weeks.
Please notice OP already says that. Thnanls anyway- Just hoping this issue is seen by apple and does something about it. All other comments have not read the OP or are pointless.

It happens with both Onedrive and Dropbox. It is something related to the special folder ˜>Library>CloudStorage
