Do you have the Apple TV box? If so, which model? Identify your Apple TV model - Apple Support

Change subtitles or languages for videos in the Apple TV app or iTunes Store - Apple Support
Did you try as described in the support document? You should be able to set Subtitles to Off, would would include CC tracks. The default is often a device setting, or maybe an app setting, so turn that off in Settings (for the device or app).
