How can I fixed my iPhone by disconnecting the internet

hi , almost two weeks ago, when I connected to the VPN, it worked fine, but when I was done, I turned off the phone, the VPN was disconnected and it went to (one of the VPNs was disconnected, that one which you had given, its color was blue, but it didn't work) but when I turned off the strong filtering, it also started to be cut off, but now when the wifi is not connected, the internet itself is also cut off???====>> How is it when it is off? I mean, I don't have anything to do with it, the internet doesn't connect, it disconnects until I turn on the phone, then it connects by itself

how can I fix ?!
