Mac Rebooting at Login Scr, after FileVault reached 99%

Currently my MacAir rebooting at login screen after I entered the pass and while loading bar is in progress. What can I do to stop mac from rebooting?

It's happened after I attempt to turned off File Vault. In Safe mode I can see thru terminal: "FileVault is On.

Decryption in progress: Percent completed = 99"

Disk Utility First Aid can't find anything wrong. I can't reinstall MacOs Monterey in recovery mode as it give me an error that "Disk is not encrypted". FileVault is paused when charger disconnected and Safe Mode can be accessed only, if charger is connected in safe mode FileVault starting again and sending mac to reboot.

What can I do to stop mac from rebooting?
