Adapting System extensions in ventura

I have a new M2 airbook, and I want to enable my security extensionssettings ( so that a WD Cloud HD can be added). In big sur this could be done by going to Privacy/Security-security, unlocking the padlock and allowing the external software/extensions to run

in Ventura, this needs to be done while rebooting the system

closing down mac

hold finder on start button

go to options

NORMALLY the system should reboot but i can only choose a language but nothing seems to go....

MacBook Air, macOS 13.1
