You may need to enable 2 Factor Authentication on your Apple ID and create an app specific password to use when setting up the iCloud email address in your email program.  If your account won’t allow 2 Factor Authentication, try 2 Step Verification. See the Apple Support articles below. The articles explain how to do 2 Factor Authentication and how to create an app specific password.

Eric,

Although I truly appreciate your detailed, thoughtful response, it's still very troubling to me that of the three devices that are all similarly configured, only the Windows 10 device has started prompting for the iCloud password. The other two laptops are running Windows 11 and continue to function without prompting for the iCloud password. All systems are running Outlook 2013 64-bit versions.
