Turn off Photos backup to iCloud without losing Data?

I have a iPhone XR with iCloud turned on for Photos. With storage about to get full, I wish to turn off iCloud for Photos and delete existing photos from iCloud.


I go to Settings > Name > iCloud > Manage Storage > Photos > Disable and Delete.


I get a warning saying "Some of your photos stored in iCloud are not downloaded on this iPhone".


However, Settings > Name > iCloud > Photos has "Download and Keep Originals" turned on and I have checked that the photos have recently synced.


My objective is to have all my photos offline on my iPhone so that I can delete the Photos backup from iCloud without losing any of my photos. What is the most simple way to do this?

As I said in my original post, I have already ensured that my device is fully synced and that I have not enabled optimize photos, but when I try to turn off iCloud photos, it says "Some of your photos stored in iCloud are not downloaded on this iPhone". Why would I get this message if I have set it to "Download and Keep Originals" and it says it has recently synced?
