Upgraded today to 13.2 Ventura and now I cannot connect from my MBA to my mac-mini on my local network (screen sharing still works).
Sometimes it connects, but then can't open a Folder. (Finder also crashes)
Anyone having this issue, and/or a solution?

That finally worked. Turning off the SMB file sharing really seemed to mess up the system. Command line sudo reboot got the system back. Once back up, the General sys pref sharing menu was then accessible, still showed File Sharing on, then I turned it off... It did turn off, another soft reboot (Apple) -> Reboot. System came back, turned back on File Share, and file share + Time Machine backup drive working.

Exact same issue... got a Mac mini as a in-home server. All SMB connections, file server / Time Machine all fail. And just like the OP: Remote Desktop connections to the Mac mini work.
oh wow.... I can't? System gave me a message about number of minutes before shutdown when I selected to turn off file sharing. Now system prefs is locked up and I can't navigate the menus.
Cannot restart mini now. Wow.

Last update: Having a lot of problems now... Specifically Finder issues. It's locking up and having the whole system barf on me. No part of this is working properly.
Problem appears with more than 3 connections constantly - please fix this Apple!
It’s not the solution (universally) but it does identify the likely cause. ;-)
FileShare still not working for me, and I don't have any custom icons that I'm aware of.
How do you get hands on the 13.1 installer?
